What exactly is "wood utilization research"?

Every year, the Citizens Against Government Waste, an anti-pork lobby, makes a big deal out of the several million dollars spent on "wood utilization research". However, I was dismayed when I couldn't find any solid information about what exactly it is. Does anyone know what "wood utilization research" is? People with solid sources or personal experience would be greatly appreciated.
