Why aren't the tweeters on my loudspeakers working?

I have a pair of 1973 Bic Formula 2 Series Speakers with original Baige Colored Woofers The Woofers are in good condition and still sound wonderful. I did notice that the tweeters are mis matched No Punture Holes anywhere.
