Could my expired foreign CPL/MEL/IR license be authenticated?

If the license has truly expired, then you will have to make that license valid before the FAA will accept it. On the other hand, other than for a Private, the FAA won't really accept a foreign commercial anyway, so you might be better off just taking some training, and getting your U.S. certificates using the time that you obtained in Ukraine.
